The pic is taken in London,14 6 1943, UNITED NATIONS DAY PARADE.
It take me 8 years to answer the question.
Now I am sure the Chinese officer is Tang Baohuang(唐保黄).
Thank my Chinese friend for IDing him.
This is a very rare colour pic of a Chinese general in WW2.

The note: Date created: 01 January, 1962

this photo is not taken in 1962 obviously.

When is the pic taken?

Seen from the pic, Chiang was wearing his Order of Blue Sky and White Sun, 1st class, which was awarded in Feb 2, 1930. It's very possible the pic was taken right after this awarding ceremony.
