China - Request for Identification

Hello,
Here is a pic at Washington D.C. in 27 October 1944.
1 is a Chinese admiral.
Who are they?

I guess 1 is Liu Tianfu(刘田甫). But I am not sure.

1 looks like Vice-Admiral Zeng Yiding (曾以鼎) but according to the post in the navy, one of them must be Rear-Admiral Liu Tianfu (maybe 2?). But I don't have a picture of Liu.

Here is the picture of Adm Zeng in 1930s.
