Here's maybe why Spain didn't: Franco was half Jewish. His mother's maiden name was Bahamondes, which is Sephardic.

Canaris was executed for treason, his knowedge of the plot to kill hitler. He did not have an active role in it from what I understand but did nothing to prevent it. I guess you could say he "sat on the fence".
