Who would have Hitler picked to be the head of the Luftwaffe?

What choices would his deputy have made differently than Goering? Like Naval Air Arm? Heavy Strategic bomber? A more vigorous pursuit of jet powered Aircraft? Reorganize the luftwaffe, instead just being a tactical support for the Heer also have fighter command and bomber command along the lines of USAAF? Maybe not such up to Hitler as much as Goering and stand up to him more? Just some random thoughts.
