Whenever they would decide on it. As for why, well, that would be the only way for the Germans to solve the Jewish problem once it becomes clear that they are not going to win the war.

What sort of discussion are you hoping to illicit from this discussion?
A) a history based discussion about how such a number could have been murdered and the immediate consequences,
B) a propaganda based discussion about whether Israel could have spun a 'victim' narrative based upon 1-2 million as successfully as 6 million,
C) a sociatal and moralistic discussion about whether, in 2019, we consider 1-2 million a big enough number to spark interest?

Yes, it was about both the Slavs and Jews. Christopher Brown in his seminal "The Origins of the Final Solution" supports the interpretation.
The Nazis didn't necessarily want the Jews out, one of the ideas was a Jewish reservation in Poland (at Nisko).
The Jews were going to be expelled behind the Urals or sent to an island-reservation for example Madagascar.
