Given the amount of time to bring Ghent up to 5000 tons a month It looks like not a solution if the repair time for Antwerp is a additional eight weeks. Placing a intake of 19,000 tons daily back to late January vs late November.

Reviewing some of the history I'm reminded that there was a fair amount of German success in sabatoging the port. Aside from the mines & sunken ships already mentioned the Germans did capture the electric generating station and damage it. As I understand it that was replaced during the ten weeks the Scheldt was being cleared. This perhaps indicates what obstacle other damage might be.
