om a cost benefit analysis, the V1 and V2 programs were inefficient; compared to the amount of labour and material expended.
The A4 V2 was not a cost effetcive weapon.

British analysis of the V1 campaign carried out in Autumn 1944 concluded that the V1 was highly cost effective. V1's cost around RM112 to build. The same order of magnitude as an aircraft bomb or big artillery shell. The defenders were forced to spend huge sums on fighter aircraft, AA defences manned by 50,000 men and women radars and 1,900 lives lost bombing the Crossbow sites.

The Germans had developed Sarin a nerve agent at that time unknown to the allies. Whether a Sarin warhead would have been enough to frighten the British into surrender we will never know. The RAF did assign specific squadrons to prepare to retaliate to any German use of chemical weapons after D Day. IRRC 139 sqn.
