The USSR went to a war economy and force expansion in historical 1940. Stalin ordered a partial mobilization in April of 1941 that saw hundreds of thousands arrive to the border regions by June....and nearly collapsed the Soviet logistical network. Glantz is pretty emphatic on this and it's the key element in his debate with the Icebreaker Hypothesis. A lot of the border encirclements stemmed from poor mechanization and logistics meaning a lot of those Soviet troops just couldn't retreat or do maneuver warfare.

Adding even more troops just means the already fragile network collapses and OKH gets it dream of destroying the Red Army in the first 400 km on favorable terms.
