Yes, U-251 operated with U-flotte 11 from Narvik on nine war patrols. It's first patrol was against westbound convoys QP11 and QP15 from Murmansk. The bear wappen relates to an attack between Bear Island and North Cape, 1st May 1942, scoring a hit on SS Jutland. U 251 returned in 1943 to Königsberg for an extensive refit in 1943. My opinion :
U 251 was U-Boat Type VIIC.
U 862 was U-Boat Type IXD2.

Then I think that it is about U 251 belonging to the 11th flotilla between 1 Jul, 1942 and 31 May, 1943.

Also relating to U 78, Guðmundur Helgason of uboat.net is convinced a type VII with a red dragon wappen operating from Gotenhafen was U 78 but I believe it was U 71. Any thoughts on this please?
