The person you see in the forefront of the picture is on "watch".... Meaning they are looking for aircraft, which are deadly to a submarines!!!! Or They are also looking for prey!!! "Non AXIS ocean going boats." A submarine in world World war 2, no matter the nation, was mainly a boat which could submerge..... But not for long...... Due to this when on the surface they had people looking for other ships or aircraft to ensure the safety of the boat and for ships to attack! Even today ships of war have people standing "watch" to ensure the safety of the ship!!! Mind you I was in the USMC and never left port on a ship!!! But i can ensure you of what I see from this picture and what I know from serving in the USMC.
