Difficult to read even if magnified. The first line is a dedication to herr oberwachtmeiser Schadler - oberwachtmeister is a sergeant title in austian army.

So my guess is it was some comerade in arms, one stayed in the ranks, the other raised up. Written apparently 1 10 1938, possibly in Warszawa - shortened up a little.

I guess the lower line is the signature of the general, this is the real diffult to read. The last little is surely the title - either general brygady or general broni. With that much medals it should be general broni - and if so, he is one of the highest, immediately under marshal rank.

But if he is Brygad-general, there were surely lotsa of them...
