The only one who could be held responsible for the failure of M - G is Field Marshal Montgomery. No doubt about that - he underestimated German forces in the region. This was the main cause for the failure. How reasonable man may expect paratroopers can fight off tanks?
Why not Eisenhower, as he was Montgomery's boss?
