Inter-war Polish aviators

I have a several questions regarding some Polish aviators from the inter-war era, that received the Romanian Virtutea Aeronautica Order Gold Cross class. So far I have found three:

1. Col. eng. Ludomil Rayski (awarded by Royal Decree 1842/20 June 1933)
2. Jerzy Mitz (awarded by Royal Decree 1948/30 June 1933)
3. George Mitz (awarded by Royal Decree 3310/22 December 1933)

The Romanian Government's Official Gazette, where the royal decrees where published, is known to have occasionally made mistakes, misspelling names, giving wrong information about people being decorated etc.

I would like to verify several things I find strange in the decrees mentioned above.

First, Ludomil Rayski is given as the commander of the Polish Air Force. I personally find it strange that a colonel was commanding the PAF and the biography on this site isn't very specific about his position in the 30s. Any help regarding the function held by Rayski in 1933 would be very welcomed.

Second, is Jerzy the Polish version of George? Both Mitz are mentioned as pilots of the LOT Company. Where they brothers or are they one and the same person?

W 1926r. zostal naczelnym dyrektorem lotnictwa militarnego w II RP. W 1934r. zostal generalem brygady.
