From the peculiar bent ladders and the distinctive 3 hand wheels in a straight row I would say that this is the intermediate Level of an 81 MM dual Mortar Turret of the Maginot Line.

Here is a photo of a similar turret which I took on a visit about 12 years ago. This level was used for turret traverse and mortar elevation control, as well lower ammunition hoists. The gun firing data was computed at the Artillery Central and the crew had no local sighting devices.
