Vichy Milice Member Badges

So I find this particular photo of a Vichy French Milice paramilitary member guarding captured partisans interesting. For one, he brandishes a Spanish copy of the Smith & Wesson Model 10 revolver. The other is that he wears a German Wound Badge on his uniform, which means he must have previously been in the German military. I know the photo is in black and white, but can anyone tell what the ribbons indicate above his breast pocket? And if anyone has any additional detail on this photo and this man, I would love to know.
