It seems that I can now answer my own question - the name is incorrectly spelled. The officer in question is the following:

Général de Division Edmond François BERTHÉLEMY (1866 - 1961)
1918: Commander of Engineers, Army of the Orient
1918 - 1920: Commander of Engineers, Allied Armies in the Orient
1918: Promoted to Général de Brigade à titre temporaire
1920: Promoted to Général de Brigade
1920 - 1921: Commandant of Troyes
1921 - 1923: Commander of Engineers, VI. Military Region
1921 - 1925: Commander of Engineers, VI. Army Corps
1925: Promoted to Général de Division
1925 - 1928: Commander of Engineers, Army of the Rhine
1928: Transferred to the reserve

There were several generals "Barthélémy" such name is quite common and even used as both name and forename

but this one commanding the Engineer of the 6th Region then of the French Army of the Rhine is Berthélémy (Edmond François) 1866-1961 and has a wikipedia page
https://fr.wikipedia.org/wiki/Edmond_Be ... 9l%C3%A9my

edit : similar post unmasking the general published while I am writing
