French aircraft combat ready in May 1940

Hi, I found that combat ready of aircraft of French Air Force was far too little :

Only 229 x Morane Saulnier SM 406, 98 x Hawk 75, 55 x Potez 630, 53 x Potez 631, 93 x Marcel Bloch MB 151 and 37 x Marcel Block MB 152 fighters combat ready plus some Dewoitine D520.

Regarding bomber, also too little : 19 x Breguet 691, 38 x Breguet 693, 54 x LeO 451, 37 x Amiot 354, 67 x Amiot 143 combat ready on May 10 1941 also some old Bloch 200 and 210 ( 228 and 93 in sept 1939) and 42 x Farman F222.

How come their combat ready aircraft was in very low number ? In comparsion with Luftwaffe, it is a big problem, thank
