The hand held bonos, and the middle item look like common equipment. The third large device furtherest away looks unfamilar. Maybe I've seen something like it in prewar photos. The artillery battery had one or two of the tripod mounted binoculars as part of their kit, and several hand held. The battalion HQ had more of both. The photo looks like something staged during a artillery training shoot.

Type M-1(VLA) Barrage Balloon.

VLA stands for Very Low Altitude.

You can look through this PDF, pages 135-146 have blue prints/plans for several of the early-war US D-3, D-4, D-5, and D-6 Types. However, the PDF is not a well scanned copy and some of the writing is almost illegible, if not completely illegible.)

Probably a DR-4, otherwise a DR-5

RL-27 was the designation for the metal rod the wheel is carried on.
