what is GSC and NCS here?

The term "GSC" stands for "General Service Corps" See attached definition. The definition is taken from "TM 20-205 Dictionary Of United States Army Terms 1944", Pg 123.

My mistake, should read"General Staff Corps", old mind or big fingers,take your pick.

NCS in this case is Northern California Sector. Gent in question is the chief of staff for that command, as a full colonel no doubt worked for a major general. Probably the boss was MG Walter King Wilson who commanded the North California Sector from its formation in 1942 to his retirement in 1944. I seriously doubt one would find a colonel as chief of staff to a Non-comissioned staff, whatever that is.
