Do you mean it could be an army fighting along Soviet Army ? So, may be a Polish cavalryman.

No. To Poles the picture has no attitude. He is the cavalryman of army of the socialist country existed in 1943.

There are no " builders of socialism " there were three countries.

It is a photo of 1943.

The material in Wikipedia has the big number of discrepancies. It will be necessary to correct for it.

It is a Tatra T 18 armoured draisine (a present time kit artbox I would say) .

And, to open again the previous subject: Alex, had Tuvinian Army a specific system of rank badges ?

Obviously not an allied soldier; but (in his right hand) he is holding an allied weapon (in his left hand, he is holding a german tyre after an encounter with a weapon of this type) :) . Which army used this weapon ?

No. It is not present even in archives. 90 % of documents have been destroyed at a fire in 1947. There were only insignificant documents and a few photos.
