The "Swiss" j-stamp on the passports of German Jews

Why does everyone still think that the J-Stamp placed on German Jews' passports from 1938 onwards was a Swiss idea? I know there is much to criticize with regards to Swiss refugee policy during the war, but evidence suggests that the stamp was a Nazi idea that the Swiss supported. There is no evidence that Switzerland (and specifically its police chief Heinrich Rothmund) suggested this idea to the Nazis.

Maybe someone can shed light on the motivations behind historians repeating this myth and people (in general, not just historians) continuously believing in it? Doesn't make sense to me...
