Good morning all,

Article discusses Wilmington, North Carolina seeking the title "American World War II City".

Note the article's emphasis on the ship building and nearby military bases. We can see the industrial base feature coupled to the nearby large military garrisons. Of course small and medium cites don't have the finance component such as the banks.

Recommend disregard article's "And it really doesn't cost anything - -".

As an aside, Napoleon's attributed comment that an army marches on its stomach, somehow involves the American farm towns.

Those veterans of the Russo-Japanese War of 1904-05 did establish the outline of what's needed.
