German military depot in Swedish Luleå!

Not sure if this topic been disscused before, but its concerning Sweden uring ww2.

Why or who granted the germans permission to establish a depot in Luleå, Sweden during the war?

All I know is that the german military attaché in Stockholm, General Bruno von Uthmann during the the summer of 1940 arranged so that a transport company in Hamburg rented a depot in Karlshäll from Ivar Lundh & Co, which was owned by Munksunds AB. it was granted in Luleå the 27 of Spetember 1940. And they even had a german officer in charge of the facility... About the first german officer is little know.... Only that he took pothographies of swedish military installations and was suspended fromactive duty. Instead leutenant Walter Zindel became cheif from 1941to 1944.
