To Your last two questions:
Yes, these are Kfz. 19.
Yes, I think like You, that this is a prototype of a radio motor vehicle on the chassis of the Horch 108 with the newer version type 40, also a Kfz. 19. Here a pic of the elder version, but also rare, from Holger´s site www.kfzderwehrmacht.de.
