The TF stands for Tragerfrequenz,the "F" flag relates to the sign below it.

The White F on a red background (its a red cloth fixed top and bottom to wooden sticks) is the standard German sign for a communications post.

It can mean a radio, telehphone or teleprinter, or all of them, in German all these methods of signalling begin with the letter "F", Funk, Fernsprech and Fernschreiber.

TF appears to be some indication of a frequency type.

"h.k.p 608" is heeres kraft park 608 or army vehicle park.

"Sammelst Lw" is some sort of collection point for the Luftwaffe.

"Struck Memorial" would also be a good translation.

And it certainly appears to be an accident site - note the car flipping over from the bridge and the figure flying out underneath the lettering. I propose that Mr. Struck lost his life in this incident.
