No doubt it is ex-civilian vehicle with coachbuilder's custom cab, note it is also LWB.

There are two tank trailers T110 in the frond and behind them a Tatra T85 tank truck with a T110 in tow

It isn't clear what it is but the word "standard" isn't applicable here. The tank has standard shape but the boxes both sides aren't. There are several variants of this tank type on ZiS-5/-5V chassis and on all of them there are running boards (catwalks in the USA) both sides.
Uncle, your translation of ARS is too literal, I'm afraid. IMHO more correct would be "mobile distribution unit" but it wouldn't tell the public much again. Blame Soviet secrecy paranoia of the period for this. In fact the ARS is tanker for sulfur mustard popularly known as "Yprite" or "Mustard gas".
But on Bert's picture it is something else anyway, the true ARS-6 looks like this:
The one on the flatcar looks more like bowser (refueller in the USA) BZ-ZiS-5 (3200 l, w/o filter) with German upgrades.
