Yes, that could be a signals vehicle. On the first pic could be the anterior wagon of a telephone wagon (Nf. 2) or of an infantry signal wagon (Nf. 7).

Sorry! Excuse me, please! I made a mistake. Now I see clearer. It is not the anterior, but the rear wagon of a telephone wagon (Nf. 2) or of an infantry signal wagon (Nf. 7). And it cannot be a Nf. 4 (small radio wagon). On Your box You can see two devices for footrests of two seats, on the left and on the right side of the box. The device in the middle is missing. But the Nf. 4 had three seats and footrests. Here a pic of a Nf. 4 radio wagon (source: www.kfzderwehrmacht.de).

If the three foot rests are connected, could the two outer foot rests support the middle one?

an interesting question, but I think they couldn´t. Here another pic of a Nf. 4 and a Nf. 2, where You can that all three foot rests of the Nf. 4 have their own mountings with two elements each.

thank You very much for posting this very interesting pic. That could be an army sleigh (Heeresschlitten) Hs.3/1 sleigh ambulance (Krankenschlitten). Here a pic of this sleigh out of the book "Bespannte Fahrzeuge des deutschen Heeres bis 1945" by Wolfgang Fleischer.
