Hi my friends George and Max,
that´s difficult. First I can say, that a German vehicle is out of the question (RHD and no German superstructure). I think it is a captured French vehicle, in a French port (a firefighter and two members of the German navy). The only vehicle, that is worthy of consideration, is a Delahaye type 103 like on the pic. But it has not the same superstructure, only parts of it. So it could be another type of Delahaye, a French producer of many vehicles for the fire brigades.
