I'm not sure about the lorry, but the uniforms are RAD.

The number plates with RAD used by the Reichsarbeitsdienst are introduced on 4.12.1941 and sorted into Reichsarbeitsgaue or Höhere RAD Führer of witch each has it's own number group. I have some RAD numbers at my list but never saw a listing witch subordinate number blocks to RAD Führer areas. Such information exist maybe at the Bundesarchiv.
