What is the best reference books about the history, from birth to WW2, of the german Ordnungspolizei?

My guess would be that you might want to find a book called:
Zur Geschichte der Ordnungspolizei 1936-1945, which I believe was originally published in 1957. It had three sections, each with a different author
"Teil I -
1. Hans-Joachim Neufeldt
Entstehung und Organisation des Hauptamtes Ordnungspolizei"
2. Jügen Huck
Ausweichstellen und Aktenschicksal des Hauptamtes Ordnungspolizei im 2. Weltkrieg"
"Teil II
Georg Tessin
Die Stäbe und Truppeneinheiten der Ordnungspolizei"
The section by Georg Tessin, edited by Brün Meyer, was reprinted as the "Zeiter Teil" in Waffen-SS und Ordnungspolizie im Kriegseinsatz 1939-1945, by Georg Tessin and Norbert Kannapin.
Biblio Verlag - Osnabrück 200
ISBN 3-7648-2471-9
I retain the remnants of the German classes I took in high school and college about 50 years ago to read parts of these books (with the help of good German-English dictionary)

You could also consider Angolia JR, Taylor HP. Uniforms, organisation and history of the German Police, Vol 1. San Jose; James R Pender Publishing: 2004.
Don't know enough to be able to say how good/reliable it is but it sufficed for my needs. Although the book concentrates on the police forces of the Third Reich, it's first chapter covers the period from the 15 century until the end of WW1, while the second covers the Weimar period.
