Can anyone outside USA access this site

Have tried 3 laptops 2 PC 3 IP addresses 2 UK 1 Italian and still no luck

The site just times out, either when I type in the address or if I go to it from a Google search. I can access other US sites such as the CIA but not this one?

Seems your anti-virus is blocking it.

There is also the Windows privacy protection. Select Internet Options, then privacy, then sites. On the sites page see if your site is marked blocked.
