Article about the "inflation of admirals in the Kriegsmarine"

A few years ago someone told me about an article on the topic of inflation of admirals in the German Navy (Kriegsmarine) during WW2. I don't remember exactly, but I think it was published in an American Naval magazine (perhaps from Annapolis). I also don't know the year in which it was published, but perhaps even during the war.

I would appreciate if anyone can help me track down this article.
