The Findings indicate that Roosevelt and his political cadre including Gen Marshal, could have been charged with
at the least dereliction of duty to report to Congress and not keep the diplomatic problems with Japan a Secret

It says here:
There are two major contentions regarding the extent of the President’s power in the field of foreign relations:
(1) That the President, as the Chief Executive, has the sole and unlimited power—that his designation in the Constitution as the depositary of the Executive Power is, in itself, a source of power.
(2) That while the President as the Chief Executive is the sole spokesman of the nation in the field of foreign relations, the Congress as the law-making body may prescribe the policy to be followed, and the President in dealing with foreign nations must keep within that policy.
So Congress had no right to judge him unless it had prescribed a policy to be followed earlier.
The president was "the sole spokesman of the nation in the field of foreign relations."

Congress The Legislative Branch has Constitutional authority to make Law.
President The Executive has the Authority to Make Foreign Policy/Treaties, and Then Congress may Ratify such Treaties.

The Books of Kenneth Davis , Constatine Pleshakov, Samuel Morison, and Vol 40 Pearl Harbor Investigation, provide information
to unravel the convoluted story of WW 2 and Pearl Harbor.

Events leading up to Pearl Harbor appear to begin in China.
FDR, relatives that came from France, owned Steamship Business operating in China, where their fortune was made.
The British, without any Legal Standing, used a Term, Imminent Domain, to subjugate areas of China for exploitation and Profit.
China s Government at this time, was unable to do anything about foreign interests, helping themselves to China resources.
Part of the Reason , the Government was unable, corruption of Government Officials.
1800-1900 s, Industrial Mechanical Technology produced the need for raw materials.
European Powers, or the Royal Families that called themselves Powers, of Great Britain(King), France(Emperor), Germany(Kaiser or Cesar), Russia(Tsar) etc Titles with all the same Meaning, Dictator, all wanted these resources, that could place them in control of the World.

John Costello Book, for some reason places Operation Barbarossa as July 22 1941
