The Author s study of Japan History from 1600 to Present day.
Apparently Japans History consisted of characters engaged in all manner of subterfuge, double cross, double dealing, duplicity, and under handedness.
This "Political Process" involved The Samurai Clans, from these groups that carried Banners "Claiming Virtuous" noble words or slogans was commonplace.
These lawless groups became more sophisticated, using Rules, "Reforms" to appear Honorable, while disqualifying other groups from displaying their Banners or marching around advertising alternative "politics" that might gain popularity. From this "Political Process", the Imperial Japanese Army, as members of one faction was formed, and the Imperial Japanese Navy, faction formed from Samurai Faction.
During the Samurai era, that was something of a Civil War, psychological methods were used to confuse the other side by using the same Banners with symbols or words of other side , the momentary confusion could cause disorder in the opposing ranks.
To complicate matters, devious foreign spies, who sold their services to any who would pay, acted as advisors on matters of Political and Military Strategy. These spies, from France, Germany, Britain, apparently were nothing new, constantly circling around like buzzards waiting for opportunity to swoop in offer their advice.
