Not precisely the second volume we've been hoping for, but Jowett has an Osprey Men-at-Arms book coming out soon titled Japan's Asian Allies 1941–45, which, from the table of contents, appears to include some material that would have been in a second volume of this title.

Bumping to note that Helion is republishing Volume I: https://www.helion.co.uk/military-histo ... chukuo.php

Intriguingly, they're keeping the "Volume I" part of the title, so maybe Volume II isn't yet quite as dead as we thought.
