Orthopedic insole

I've found an orthopedic insole near Vitebsk (Belarus), which is made from iron. Can this insole belong to Wehrmacht?

Why do you think it is an orthopaedic insole? Indeed, insoles used to be made of metal but usually it was made of a single sheet of metal and it is a first insole I see where forefoot is connected with a metal bar as in this case

I've found this insole among soviet and german boots. And i haven't seen soviet insoles that look like that, so that was my first guess
