Those could easily be rotary relay switches. There is obviously some sort of faceplate with numbers or something, along with marking of divisions on the top of the device, as if it were an indicating instrument of some sort.

I really thing without more information or better images it's going to remain a mystery.

It is an M-blink 16 signal lamp.

The device on the right in the picture is a German heliograph:

On the left is the telescope to assist in reading messages from other stations using similar equipment.

I'm not sure if the device in the middle is an M-blink or not, but probably is.

The field telephone, judging by the handset, is probably... probably... a feldfernsprecher 26. That was in use starting in 1926 - 27. The handapparat 26 looks very close to the one in the picture.
