I think this is probably, or possibly, a 50 cm wavelength communications system codenamed "Michael." I've only read descriptions about it and that it was derived from Würtzberg radar technology but have never seen in pictures of it. But given what's in the photo, I'd say it has a high probability of being that system based on the description.
