I'll give this one to Varjag.
It is as close as it gets without mentioning the actual name... Well done!
The first is a re-breather release valve.
The second is the rail which is used to open the re-breather "bag/vest"
so as to get to the inside parts and oxygen bottle.
So, as Varjeg stated it's for saving trapped submariners - more correctly called
the Dräger Tauchretter.
