This amphibious vehicle was developed by Dipl Ing Alois Lödige under the code name projekt Lödige in mid 1944. The prototype ran trials at Eckernförde Bay in late July 1944. What was the name and purpose of this amphibious vehicle?

It must be the Seeteufel you are thinking of. A midget submarine with tracks that could move on land with speed up to 30 km/h.

If i have got it right its isolators on the top of the "antenna" frame., and yes, its Norway.
Looking at the picture i must admit that it was a hopeless question.

Goliath was the one I was looking for! Over to Canada now. Are you anywhere near Fort Erie? I used to know some people there many years ago.
