SS or Wehrmacht..?
I don't quite understand the question. It is a license which gives the bearer permission to hunt wildlife. The fact he is in uniform would suggest he is a civil servant of some sort, SA maybe. Don't think he's in the armed forces if that's what you are asking.
If you can get someone to read the handwritten, it should start with "Herrn" and his name and then on second line his profession/occupation and where he lives (town). Might solve uniform doubt.

Hi there M

Been looking at the card again and pretty sure it says something "Pferd..."
on second line (his profession/occupation). So he might be a "horse" driver... or?
Sorry I can't be of more help, try in the translation section.

I think his profession starts with W. Something to do with forestry, ranger perhaps?
It's the same letter as first one of his name: Wilhelm. His surname possibly Reibert.
He lived in Kirch-Göns, Kreis Friedberg.

Hello emo155.
You could ask a moderator to post it in a new topic of its own in the "Axis Uniforms, Headgear & Insignia" section.
I would say first is SS and second a DAF uniform.
