Soldbuch: Were most Soldbuchs issued with cloth binding tape?

Were most Soldbuchs (SS, if that makes a difference) issued with the cloth binding tape attached or would it be common to see them without (not torn off or anything, just not applied)?

Soldbücher as issued would have a binding down the spine but if the cover has had to be replaced they can be seen without it.
