According his rank insignia and the breast eagle he´s a Generalmajor from the Luftwaffe [~Brigadier General of the Air Force: https://en.wikipedia.org/wiki/Brigadier ... ed_States)]
The file name might indicate his name, there were not many officers in this rank and I found only GM Friedrich - Wildhelm Deutsch who would fit. But I don´t know if this list is complete or the ID correct.
