Hello,
Can anyone tell me what this paper means, what it was for?
It was found in a house in Hoek van Holland, Netherlands. The Hoek was a Festung of the Atlantikwall from janauary 1944. In all probability this house was occupied by soldiers of the Kriegsmarine.
The owner found it in a wall between two houses near the harbour. It is part of whole block of these papers.

That's where you specify/list visual recognition signals and codes for war ships.
(E.S. = Erkennungssignal = recognition signal passed by visual means)
You may want to check in Kriegsmarine section of the Forum how it actually worked.
I guess you sent a signal and received one back for authentication.
