Question about OKH Barbarossa maps

So I recently found a set of maps created by the Heer Generalstab that detail the course of Operation Barbarossa from June 21 1941 to December 6 1941. Link: https://www.loc.gov/resource/g7001sm.gc ... lery&c=160

As you can see, the course of action for each day from the Baltic Sea to the Black Sea has been detailed on every map. However, not every map contains the positions and movement of German and Finnish units in Karelia and the Arctic. Why is that? I wondered if it was because Finland and Norway fell under OKW jurisdiction and they did not provide information on their units to the OKH on a regular basis. Can anyone shed some light on this?
