Presumably a member of the so called Nationalsozialistisches Reiterkorps.
Reiter-SA, rank "Sturmmann".
National Socialist Rider Corps (NSRK), since 1936 the comprehensive designation of all mounted units of the Nazi combat organizations within the NSDAP. It formally comprised the Reiter-SA, the Reiter-HJ and the Reiter-SS, which, however, acted autonomously within the NSRK. The NSRK existed between March 1936 and May 1945.

Unfortunately, the right collar patch is not recognizable in the photo, on the collar patch was the number of the unit at the time.

Edit: Correction, my above statement probably wrong, it was not always the unit visible on the right "Kragenspiegel".
