I thought Romanian but the Cockcade on the Officers(?) cap doesn't right for that so how about Bulgarian?

The 221 in 3rd image... do you know if the paint is white over panzergrey and what unit belong?

the 221 have a little piece (of metal?) with a "K1" in top of middle front and the name "Adolp Seirtz" in lateral.
