What game replaces TOAW 4

Hi all, I still occasionally play a game of TOAW 4 (The Operational Art of War) by Matrix, which is fantastic for creating new scenarios of battles and campaigns of WW2. How ever it is getting on a bit and the game engine is limited to land warfare, its Air and Naval components are poor. Can anyone recommend a newer game, in which you can customise your own battles and campaigns.
