Not from USSR. The photograph is showing german refugees and soldiers. The soldier on the very right might give you a clue.

Ah thank you. Kriegsmarine. Something to do with the evacuation from Danzig and sinking of the Gustloff, I'm guessing.

Edit: I'm going to guess "Triumph Und Tragödie der Wilhem Gustloff"
