Nope. I can see your line of thinking though. The doors are very similar to the ones in the Reich Chancellery when Curt Jurgens is waiting to be admitted to Hitler's office at the beginning of the movie.

The person behind the desk could only have been Mussolini, unfortunately the "screenshot" is so bad that I can't think of the film I'm looking for anymore..?
(The Triangle on the wall tells the story, the typical "Roman" chair in front of the desk would also fit... )

It is Mussolini, but not the movies above.
I believe all the scenes were filmed on location at Villa Torlonia and the Palazzo Venezia which added a great deal of authenticity to the production.

Photo is still there. It must be a problem with your browser. I've checked and the screenshot is actually pretty good quality for a tracking shot. Any closer and it would have made it too easy.
In my opinion, it symbolises how isolated Mussolini has become by this point in the war. Alone in his huge study.
Anyway, we have it confirmed as being Mussolini.
In Rome during WW2.
Lavish and expensive production.
Small clue: Both actors have won and been nominated for multiple acting awards.

Also known as "Mussolini - The Decline and Fall of Il Duce" was a 4 hour mini series made in 1985 starring Bob Hoskins in the title role, Anthony Hopkins as Ciano and Susan Sarandon as Edda Mussolini.
It was also heavily cut and later reissued as a TV movie called "Mussolini and I" which focuses more on the 3 main characters above.
The attention to detail is truly stunning. The sets, locations, uniforms and suchlike. No expense spared with meticulous attention to historical accuracy.
I'm really surprised no one guessed it on the first day without the help of clues. Maybe it's a bit more obscure than I believed. Definitely worth a watch though. The scenes of the meeting of the Fascist Grand Council meeting in July 1943 are awesome. It's like being there in the room as a spectator and actually watching it happen...

Hoskins, Hopkins and Sarandon all deliver stunning performances. And of course, within a few years, each of them would go onto even greater success.
Kurt Raab (who was seriously ill with AIDS at the time) also gives a truly unnerving portrayal of Adolf Hitler. If you thought Bruno Ganz nailed the role, you might reconsider.
